I worked a large mall for a number of years and there were different sections of the garage.
The part that customers used was wide open like we saw in the movie.
But we also had an underground tunnel that snaked under the mall for shipment deliveries, trash pickup and stuff like that.
That was locked up at night (metal rolling door).
I would imagine that a mall with it's own gas station would have that part sectioned or fenced off.
Probably had a different section for the shuttles too.
Maybe they had to cross over to different sections that were open to the Zombies?
I'm just guessing.
Like a few other points in the movie it needed to be clearer.
