So everybody might as well have been a pro hacker.

Now that you mention it, the chopper was probably on it's way to Fort Pastor. Maybe away from it. But didn't the chopper come after they found out that Fort Pastor was falling apart? Knowing the situation, the military's best move would be evacuate to a new location. There's no stopping runners...
