I understand that they are still using money inside the city, but if Cholo asks for a few million in ransom and then leaves, then what is the point? He can't stay in the city after returning Dead Reckoning because Kaufman would hunt him down. And it doesn't seem logical to me for him to just take the money and leave, because presumably there is all the money in the world just lying around in dead cities and homes around the world. Unless he knows of another place that is still using currency, then why wouldn't he just take Dead Reckoning (the most valuable thing in the city) instead of asking for money?
