Actually if you look at Romero's first movie Night of the living dead there is a Zombie on there (the first one you see in fact) that does shamble at a faster rate then a mere stumble. He chases after the girl for a while and uses a rock to smash the car window which suggests a level of intelligence as well.

Also from what I understand there is some "fast shambling" in Land of the dead as well. I can't say for sure if it is running or not until I have seen it but it at least points at it.
